Shareholders of Tema Oil Refinery (TOR) have officially approved the appointment of Edmond Kombat as the company’s substantive Managing Director, marking a significant milestone in the refinery’s ongoing transformation and renewed drive toward operational excellence.
The approval was granted during the company’s 18th Annual General Meeting (AGM), where shareholders endorsed the decision after reviewing the refinery’s performance, governance reforms, and strategic direction. The confirmation gives Kombat a full mandate to lead Ghana’s only oil refinery at a time when efforts to restore its financial strength and operational capacity have gathered momentum.

Kombat, a lawyer and entrepreneur with extensive experience in corporate governance and business management, has been at the forefront of TOR’s recent restructuring efforts. Since assuming leadership, he has championed initiatives aimed at improving operational efficiency, strengthening corporate governance, rebuilding stakeholder confidence, and positioning the refinery as a competitive player in Ghana’s downstream petroleum industry.
His confirmation comes at a crucial period for the refinery as management pursues an ambitious turnaround strategy focused on revamping refining operations, expanding commercial activities, improving revenue generation, and reducing the company’s debt burden. The refinery is also seeking strategic partnerships and investments to modernize its infrastructure and restore sustainable profitability.

The endorsement by shareholders reflects growing confidence in Kombat’s leadership and the direction in which the refinery is headed. Industry observers believe his substantive appointment provides the stability needed to accelerate ongoing reforms and execute TOR’s long-term recovery agenda.
The 18th AGM also reaffirmed the refinery’s commitment to sound corporate governance, accountability, and transparency. Shareholders reviewed the company’s financial performance, discussed strategic priorities, and expressed optimism about TOR’s future despite the challenges confronting Ghana’s energy sector.
With his appointment now formally ratified, Edmond Kombat is expected to intensify efforts to reposition Tema Oil Refinery as a key driver of Ghana’s energy security and industrial development. His leadership will be critical as the company works to restore refining activities, improve operational performance, create value for shareholders, and contribute to the country’s economic growth.

The confirmation of Edmond Kombat as substantive Managing Director is widely viewed as another important step in TOR’s revival journey, reinforcing confidence that the refinery is on course to reclaim its strategic role in Ghana’s petroleum industry.
